Laundry Problems

We have a problem with the laundry. There is a washing machine in our apartment but we don't have a dryer (they are rare here). That means we have to hang up everything to dry. There is a drying rack attached to the outside of the building just below our kitchen window. I've put things out there several times already. They dry quickly but the only problem is that there is also a copious amount of bird feathers and poop on the clothes as well. The clothes go straight back into the washing machine. Any suggestions? Maybe we could make a "scare-pigeon"?
